The Antofagasta Regional Comptroller's Office identified 70,661 medical and sensory examinations with a recorded duration of less than 60 seconds at the Municipality of Antofagasta. Of these, 70,425 are listed as passed. The procedures reviewed took place between January 1, 2024 and December 31, 2025.

According to BioBioChile, which cited El Diario de Antofagasta, the findings are part of Final Audit Report No. 419 of 2026. Meganoticias specified that the period reviewed covers the administrations of mayors Jonathan Velásquez and Sacha Razmilic.

The records show 253 examinations lasting zero seconds, with 250 listed as passed. According to Meganoticias, these were vision and hearing assessments. Another 55,442 assessments lasted between one and ten seconds, according to the municipal system.

The Comptroller's Office warned that these times do not establish that the tests lasted long enough to verify the physical and sensory abilities of driving licence applicants.

The audit also detected 402 licences issued to people listed in the National Register of Child Support Debtors at the time they received them. According to Meganoticias, some of those debts extended to two years and seven months. The agency gave the municipality 60 working days to demonstrate that it had initiated the administrative procedures to invalidate the licences.

Those licences were not automatically revoked. To revoke them, the municipality must carry out the procedures established by current regulations.

The report also identified 198 licences granted to people with convictions within the five years preceding their application. According to the Comptroller's Office, that record should have been considered when assessing moral fitness, a requirement under the Traffic Law.

Three class D licences were also granted to applicants who had failed the psychometric examination. The municipality justified those cases using provisions of the Traffic Law, but the Comptroller's Office said it had not provided sufficient technical or medical evidence to support them.

Among other shortcomings, the audit found deficiencies in the tracking of digital folio numbers. This made it difficult to determine which had been used, cancelled or remained available. There were also 165 applications whose issuance had yet to be reported, some dating back to February 2025, and appointments handled outside the formal scheduling system. Meganoticias added that some officials took part in procedures involving relatives.

So far, the sources have not mentioned legal action or complaints filed with the Prosecutor's Office. An administrative process will follow: according to Meganoticias, the Comptroller's Office will initiate administrative inquiries, meaning internal investigations to determine the individual responsibilities of the officials involved. The sources do not report a response from the municipality or the former mayors.
